Operational Directions for Simplification on Conducting Quarantine Inspection of Import and Export Animal Products

1.Bureau of Animal and Plant Inspection and Quarantine(hereinafter referred to as BAPHIQ)is responsible for conducting quarantine inspection of import and export animal products. These directions apply to low risk animal products (hereinafter referred to as LRAP) that can effectively prevent animal disease invasion through limited human resources.
2. Definition of LRAP, products as follows:
2.1. Importing products shall be from a country (or area) free from animal infectious diseases
2.1.1. Dog and cat food shall comply with “Quarantine Requirements for the Importation of Dog and Cat Food”.
2.1.2. Dry animal products shall comply with “Quarantine Requirements for the Importation of Dry Animal Products”.
2.1.3. Processed products containing meat shall comply with “Quarantine Requirements for the Importation of Processed Products Containing Meat”.
2.1.4. Animal feed preparations shall comply with “Quarantine Requirements for the Importation of Animal Feed Preparations”.
2.1.5. Processed egg products.
2.1.6. Milk and milk products, excluding fresh milk.
2.2. Dog and cat food processed by high-temperature sterilization procedures from an animal infected country (or area) shall comply with “Quarantine Requirements for the Importation of Dog and Cat Food”.
2.3 Export products
2.3.1. Animals hair, fur, feather and their products.
2.3.2. Animal skins and their products shall be not for human consumption
2.3.3. The same products which are not belonged to imported articles and derived from the same establishment and the same additional requirements in the export certificate have been inspected for 3 times in the previous year before export.
2.3.4. Other products designated by BAPHIQ
3. To import LRAP, importers or the agents shall submit an application with the documents (as following) to BAPHIQ branch office or their station accompany with each consignment.
3.1. A veterinary certificate (original) in English, Chinese or in both languages issued by the veterinary authority of the exporting country.

4. To export LRAP, exporters or the agents shall submit an application with the relevant documents to BAPHIQ branch office or their station accompany with each consignment.
5. To inspect the import or export LRAP is base on the document review. It’s random to choose one application in every five applications to conduct the on-site inspection. It depends on the competent authority if it is necessary to conduct the on-site inspection in the other applications.
6. If it is not necessary to conduct the on-site inspection for the import or export LRAP, the competent authority shall affix the seal on the application with “Simplification and document review” and issue the veterinary Certificate for import or export animal products.
7. Unqualified import LRAP shall deal with the relevant regulations and shall not apply the Operational Directions until 5 applications of the same products successively conducting the on-site inspection and qualified.
