The numbers of different kinds of animals, plants, and their products imported into Taiwan in recent years have steadily increased. That has resulted in high risks of new animal and plant epidemics from foreign countries; people bring uninspected animals, plants, and their products when they travel to other counties; other people smuggle these same items for economic benefit. Those products may carry animal and plant epidemics from other countries which have never been seen in Taiwan. There are many cases such as the pinewood nematode, golden apple snail, rice water weevil, American serpentine leafminer, silver leaf white fly, pseudorabies in pigs, infectious bursa disease virus, foot and mouth disease, Psylla chinensis, and the red fire ant. Those diseases and pests not only have damaged the ecological environment, but have also interfered with national economic development. Some may place human and livestock health in danger. In 1998, a new agency for animal and plant protection, the Bureau of Animal and Plant Health Inspection and Quarantine under the Council of Agriculture, was established to enforce the administration of laws governing animal and plant health. There are four branch offices: Keelung, Hsinchu, Taichung, and Kaohsiung. Our branch office is in Taichung City, and we have four inspection stations in Chiayi City,  Taichung Harbor, Penghu County and Taichung Airport. They are concerned with the inspection and quarantine of animals, plants, and their products which are imported and exported. We have also developed new techniques for plant inspection and quarantine for exported agriculture products.
