About BAPHIQ

The Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ)is responsible for animal and plant disease andpest control, health inspection and pest control, health inspection and quarantine,veterinary drug administration,and meat hygiene and inspection.It is in charge of the establish-ment and execution of related polices, laws and regulations;planning, implementation and supervision ofrelated programs and projects; report of disease epidemics and pest infestations; data collection and risk analysis; related scientific and technological research and development and provision of technical services; and implementation and supervision of import and export inspection and quarantine operations.

The management of international affairs relationg to the above-mentioned tasks is one of the primary responsibilities of the BAPHIQ. This includes bilateral technical consultations and negotiations with trading partners; participation in international organizations such as the WTO/SPS Committee, the Office of International des Epizooties, and the APEC, etc., and thir activities; implementation of preclearance inspetion in exporting countries by dispatching officials to those countries to conduct review, evaluation and on-site inspection of disease and pest control programs, meat inspection systems, and export quarantine operations; promotion of international technical cooperation and information exchanges, as well as other international affairs.

The BAPHIQ's policy goals are to establish a sound animal and plant health inspection and quarantine system , build up an animal and plant product sanitation and safety inspection system, control important animal and plant diseases and pests. and prevent the entry of foreign diseases and pests in order to ensure the safety of agriculural production, and protect Taiwan's ecosystem and the health of animals, plants and humans.
